Answer
If you said that the problem was an angry surgeon beating the
daylights out of you leaving you partially disabled, you are right.
If a surgeon exits the OR it is recorded as a part of
routine record keeping. But if the surgeon is angry or drunk or libidinous and
acts out, that is not (further explained in Questions 2 & 3). When people know
there will be no consequences, eventually some of them behave badly.
